A look back at some of the festival radio stations from the 1990's During the 90's it was possible to apply to The Radio Authority (now OFCOM) and requested a short term FM licence for broadcasting. R.S.L's - restricted service licences, as they were known, allowed individuals or groups to get on the airwaves legally to broadcast for all manner of things, events, local galas, sporting events, religious broadcasting or as I chose to do in the ones invloved with - local radio for towns that were badly served by the larger commercial stations. Although I only ran one R.S.L I was involved with a few and part of the broadcast team for others. Some of these stations were the precursors for radio local stations that exsist today.
